i'd say it is.


Is it better to say "I will help you if you are very busy" or the other way around, or either way?

no need for the exclamation mark at the end unless you are cross and shouting at the person you want to help. Either way is fine. Maybe better phrased this way,

I can see you are very busy, would you like some help?

Less abrupt, more gentle
