i'd say it is.
Is it better to say "I will help you if you are very busy" or the other way around, or either way? |

no need for the exclamation mark at the end unless you are cross and shouting at the person you want to help. Either way is fine. Maybe better phrased this way,
I can see you are very busy, would you like some help?
Less abrupt, more gentle |
