I just discovered it yesterday, and found a youtube link of part of the sketch, though the funniest part was before fran started singing. anyway, here's what i found

no no, that's the description of ali G of that segment of his show. i dont remember exactly how it was, but something like "i invite very bad musicians with no talent nor success and i help them sound better".
i was watching that last night, on sony (i think it was sony) and... pum! fran appeared! lol i couldnt believe it! then ali g started making jokes about fran's hair, very very funny and finally fran started singing and ali G added those special effects to make the song sound better :D
here's some of the audio, previous to the song, and the song itself:
