When I was little we used to get milk in bags too. The only difference is we don't have that cool thing that opens the bag, lol. I don't know if milk in bags still exists here, because cartons are much more common. But we still get yoghurt in bags.

I was going to make my very own Canadian milk demonstrating video, and then I just decided to check youtube! So may options!

I think they mean the outer bag holds the smaller bags inside.

Everyone in those videos just used scissors. They are missing out on the fun little slicer!
